A metal carbonate is a metal ionically bonded to the complex carbonate ion CO3.
A metal oxide is a metal inoically bonded to just oxygen O.
The formula of the particular metal carbonate or oxide is dependent on the oxidation state of the metal present.
So sodium has an oxidation state of 1 in an ionic compound so the oxide is Na2O but magnesium with oxidation state 2 has the formula MgO.
