I have bought refilled cartridges from http://www.allyoucanink.com/ and had no problems with them.
There might even be a store near you that refills them. I found one in town and he puts more ink in than the commercial refillers. They stop short of full to reduce spillage. They use power machinery, my guy does it manually.
